Apologies if this has been covered elsewhere, I can't seem to find the answer...

I would like to know the stance with reporting a member who has not fulfilled his obligation after agreeing a sale 

In my case, a forum member has agreed to sell me something, accepted payment and then (for whatever reason) changed his mind.  I paid a week ago and am still waiting for a refund.

Any advice would be greatly appreciated, even if this is just directing me to a previous thread!

As per the selling rules, it is a buyer beware policy. I'd you have paid by normal Paypal then, as is recommended, then you should be protected and can open a case with them. In all cases you should try and resolve this with the other member.

If you are unable to, please pm an admin telling them who is involved so that they can be contacted and if necessary banned.

As Feedback isn't compulsory with trades on here it would be nice to know who is ok to deal with and who are certainly the bad apples!!

there is an option for psotive and negative feedback on the persons profile, never gets used though
