Not sure how genuine this is but I know Lehmann got a fine for questioning Samuels action:-

Sydney: Brisbane Heat coach Darren Lehmann was Thursday officially reprimanded and slapped with a suspended fine by cricket officials after questioning the bowling action of West Indian Marlon Samuels.
Cricket Australia said Lehmann was convicted of breaching the Code of Behaviour with remarks in a media interview after the Heat's loss to the Melbourne Renegades in Australia's Twenty20 Big Bash League on Saturday night.
"At a hearing today, Commissioner John Price found Lehmann guilty of breaching Rule nine: Detrimental Public Comment," the governing body said.
"Lehmann received an official reprimand and a Aus$3,000 fine suspended for two years."
The Heat coach questioned why Samuels, whose bowling has often come under scrutiny in a turbulent career, was allowed to play in the Big Bash League when he was banned from bowling in the Indian Premier League due to suspect action.
"If he is deemed legal, I'm totally understanding of that. But from my point of view, from 20 years' cricket, I have got a problem with 120kmh off no steps," Lehmann said.
Under Cricket Australia rules a player or official must not "denigrate or criticise another player or denigrate or criticise an official, umpire, referee or team against which they have played or will play"

Yeah I've seen him bowl about through this BBL rubbish. If he doesn't chuck, then my darts technique must be pretty poor, cos they are pretty similar.
Cricket Australia are on a crusade to ensure noone associated with Australian cricket has an opinion that has not been regulated and approved.
You can only call a spade a spade if you are prepared to pay a fine.

Ridiculous really. The whole thing with Warne was hilarious! I dont think Warne should be allowed to retire, if its not an Ashes return its this! Would anyone watch the BBL without him?
Pretty clear for me that his quicker ball is a chuck, I cant understand why he is allowed to bowl in the BBL when banned by the IPL?

biggest problem is the 15 degrees rule. It's become a license to chuck. Ajmal, Botha, Samuels because they can. You can hardly bowl a doosra (Saqlain the exception) without chucking it. Murili had a deformity that could be excused, the guy just couldn't straighten his arm. However the rest are bending the rules and they need to be tightened to 5 degrees ie. barely off straight

So we want the IPL to be the guideline for rulings around the world do we? I'd much rather the BBL did their own investigation upon recieving a report from the umpires

I couldn't agree more, how hasn't it been brought up by the ICC? I actually wasn't aware individual leagues could ban players bowling I thought it was all ICC

I'm sure Samuels has been tested once before by the ICC, not sure of the outcome
The problem with testing after the event is that players can adapt their action and not bowl as they would in a match. Tests don't allow for this. To the naked eye you would say his faster ball is a throw no doubts about it

I think samuels had a topspinner or something that he is banned from bowling, as it was a chuck.

Has anyone ever seen him bowl such in international games? I don't remember seeing him, perhaps ICC hasn't taken any action as he never did it in international games..

Some might not like my opinion but I believe once a cheater, always a cheater...its the easy option, why try and do it the right way when you can do it the easy way and keep getting wickets which will then get you more contracts and hence more money......I also don't understand why something has not been done about his action...but i think umpires need to report the action before ICC could do anything, which i don't know if it has been....

He was in-fact reported by umpires Aleem Dar and Simon Taufel, in a Test Match in 2008, but was cleared by ICC

Apparently he was banned from playing International Cricket after he was found guilty of transferring match-related information in 2008.

It's obvious he does chuck. But what's stopping a player chuck in matches, but when it comes to ICC "testing", bowling with a straight arm.

Actually if you read how they test players, and if i remember correctly, they will review the footage of the match/ball where you were called for chucking and then ask you bowl a ball that behave similarly and at same speeds...if you do that and you chuck then they ban that part otherwise you are cleared...there have been cases where a bowler has not been able to replicate what they did in a match while keeping their arm straight or within 15 degrees and in that instance that particular delivery is banned...
he was banned for dealing with indian bookies for 2 yrs i think...
