They have the set up, it's only not FC because they aren't a full member.

This won't work and would totally finish the West Indies as a test force. Previously I would have been in favour of this, but now with the rise of t20 cricket what is the motivation for someone to play div 2 test cricket when they could earn treble their salary elsewhere.
Not a good plan.

Got to agree with this. As soon as any team with high profile players got relegated they'd have an absolute battle on their hands to get back up as their best players would be even more inclined to follow the money, imagine if NZ or England slipped down, you'd have a hard time convincing the likes of Root, Stokes,Broad, Boult, Guptill, Williamson etc. to ply their trade battering Ireland and Zimbabwe for 2 years before they would be allowed to play Australia or SA again!

Of this you can only be certain of one thing. It's solely designed to make more money for the big boys.
Trying to make themselves look charitable following the global condemnation of reducing the World Cup numbers when, as always, the devil's in the detail. sadly, as with too many world governing bodies, making the most money at any collateral cost is more important than what's right for the game...

the proposal as I read it says only 5 months of the year will be spent playing in this "division" so boards are free to negotiate matches outside there division
if England or Aus were in different divisions they could still contest the ashes etc...

Agree with buzz, this won't work and will simply cause the poorer teams to decline further and the rich to get richer. Unfortunatly test cricket is dead, standards are already low and so,e mediocre players are posting stats alongside pontings/kallis's when they aren't a patch on them.
Decision time really, you either keep 2020 and sack off odi's and keep,tests ..

We can see the results of players playing different formats and it proves you can't expect so,some to be able to go from 2020 to test cricket (assuming you don't play it always on roads). There is too much cricket and somethings had to give. Just playing less of each does t solve the issue about standards as that player is still playing with a mixed technique (think butter, hales, Ali, Roy, burns) rather than one suited to tests. If we go for 2020 and tests then you can separate out the disciplines and players can specialise quickly and both formats can be paid enough to make them both attractive
