Is there any duty/tax on a cricket bat imported in Dubai from a foreign country?

Not if the declared value is less than equivalent of AED 1,000/-, for the time being. It may change in 2018 when the new VAT law comes into force.

What if the value is more. What percentage of the declared value would be the tax on it?

5% of the declared value (CIF), if I remember correctly. It is customs duty.
