Evening
Is the technique to apply a second Grip using
A cone the same as applying the first grip or does it get more messy ?

Yes but make sure the first grip is secure before applying the second grip.

@Seniorplayer as in taped at the bottom the first grip ?

Yes  double sided tape grip grip or a spot of glue at the base of the handle under the grip as it will hold the first grip in place making it easier to apply the second grip.
