20 years is a huge ban, got to be extremely serious. if so, no criminal charges?

they have been careful not to name the other party or detail whats happened

considering the severity of the ban I'm surprised there are no criminal charges. Have to think they have him dead to rights and it doesn't take a genius to deduce the nature of the allegations.
