Yes oil the rest of the bat, one coat and if no toe guard, a couple there.

Definitely apply the bat wax to the rest of the bat. If you have a few days time before using the bat, I'd say oil the bat face as well. Make sure the wax has dried before slapping on the scuff sheet, else it won't stick properly. (I have only used Linseed Oil and it takes a few days to dry, ideally a week. The Salix bat wax is just solid linseed oil, so there might not be much drying needed.)

After sanding the bat, the surface should look quite dry. Putting some oil on it would help make it supple. It'd be a good idea to also knock the bat in a little bit after applying the scuff sheet to "stiffen up" the newly exposed surface of the blade.
