yes chase do it, no it isn't illagal - it would be part of the "ligitimate repairs".

I thought it meant that the bat is now classified as a grade B bat and can't be used in first class cricket.

possbily - although Ramps was once found using a bat with a nail in it to hold it together!! so I am not sure the umpires will complain that much if you use one in first Class Cricket.
this might have an impact on some of the "my latest pro bat" in the for sale/swap section - shock it has a lamitoe and can't be a pro bat... :o

Bradbury bats now being marketed and sold by John Hardy Sports, he used to own Chase which is based next door. This would be an odd move making all bats Type B.
