If you are being serious (as opposed to fishing for a bite lol), its down to the host broadcaster and board to pay for it. Hence it should be Pakistan.

No not aimed for a bite. I presumed it was in Sri Lanka. They are broke, they haven't paid there players for months, and owe �14 million to a Chinese construction firm for the stadium used in the world cup.
