I believe a "Chill Zone" is an area of a cricket bag large enough to climb into and quietly fume after getting a dodgy decision- soothing music is piped in to calm you down and all of this can be done with privacy and without affecting your teammates. It is also soundproof to  keep any shouts/colourful language from escaping.

I could be wrong however.
