Anything sent out of UK is exempt form UK VAT.

A quick question:
If something is sent out from UK without claiming VAT exemption, does it exempt the recipient (who lives out of the UK) from being charged customs duty in their country?

Outside the UK nothing to do with the EEA or EU...
Not quite true.

Regular consumers within the EU - VAT charged as standard
Trade outside of the UK but within the EU (if they have local VAT no.) - VAT Zero Rated
All exports outside of the EU - VAT Zero Rated
