Essentially based on probability. The likelihood of flooding they will justify as quite low, when spread over the year. They'll just that to the environment agency and will keep adjusting their apps until the EA say yes. That's just my opinion!

Bigger concern is the relaxation of laws on developing green field land. Now incredibly easy to do with devolvement of powers from central government, localism act, etc.

I regularly play at Islam and can say that the area seems to have enough money so why do the council need to put the prices up so much

Probably because the local council have a responsibility to their stakeholders to get the best return on their money, more than £500 for a cricket pitch for a club that can afford an overseas pro. we pay more than that every week.

It may not be the case, but if the land is held charitably they have a responsibility to get the best return. 

Does the club have any ownership or management responsibilities? They may want to look at trying to acquire it. The alternative is it may be sold off eventually...
