Liquid nails in the handle, is it legal?

The other day, I was at the nets and bowling to this older guy, who was middling everything apart from his edges. I had a look at the bat, and he told me he re handled it with liquid nails, instead of glue! I can tell it helped, as I felt nothing in the handle when I was bouncing a ball on it. It was probably a good bat also, it was an old GN Phoenix, with straight clean grains. The guy said because they were pressed harder they perform better, but I believe it was all in the handle! Thoughts would be appreciated.

I've used it myself to fix bad splits, dries white which isn't great but is very very strong, even if watered down slightly.
