so if I read this correctly the new helmet design won't protect against a similar injury but the addition of a neck guard may help. Sounds like a "better safe than sorry" approach would be a wise move by players and parents.

This is the bit about neck guards - ""This device (neck guard) seems to be capable of being worn without unduly interfering with freedom of movement by a batter, but at the time of writing this report it has not been evaluated for efficacy or safety,"

Think you read it wrong, this is purely about the helmets not the neck guards? Says they need to test the neck guards to assess their efficacy.
