New league rules - opinions
« on: March 29, 2019, 05:09:26 AM »

Morning,

I'll start by explaining that cricket over here (Norway) is a little different to the UK. No club has it's own ground, so ca 70 clubs use 6 council owned pitches to play. This means that playing Saturday afternoons is not at option, so we have an evening slot (starting 4pm) at each ground, and then a morning and an afternoon one each weekend day.

Usually this has resulted in 3-4 midweek games a season per team as we pay from March until end of September. For reasons only known to them (but that we can guess at from one change) this season we will only play Mid May until August, meaning ca 7 midweek games per team.

However, this year our board has made the following rule changes that I wanted peoples opinions on to see if they match ours, or if we're just being difficult.

1) §5.5.4 At temperatures below 8 degrees, the match must not be started. If the temperature drops
below 8 degrees during the match, the match must be stopped - possibly canceled, if not reported
higher temperatures later. More than one weather source must be used. Same rules as for rain will apply.

I'm presuming this is connected to them removing games in September, but struggle to see why this rule is there and cannot imagine any other country has a similar rule. The September temperatures in Oslo are much like in the UK. My other idfficulty is with how this should be measured.

2) This is the one we really think is madness:

§7.2.2 The teams must be present on the pitchin in approved uniforms no later than the toss. There must
be at least eight players from each team present on the ground before toss so that toss can
take place. The team lineup cannot be changed after toss. If one or both teams do not have
Eight players present 15 minutes before the start of the match is considered to be delayed.
For match start there must be 11 players present, otherwise rules for reduction of overs and
walkover apply. A player / players who have to leave due to injury or other valid reasons
the path will not trigger consequences. There must be a minimum of 8 players on the pitch at all times.
If there are fewer than 8 players after the start of the game, the match cannot continue. Walkover rule will
also apply in this case.
§7.2.4 A match cannot begin later than 30 minutes after the scheduled start time, with
Unless there are weather conditions and safety-related challenges that create challenges
before the match. That means the time of walkover at e.g. Missing attendance is 61.
minute after set start time, per match schedule.

Basically if a side connot raise 11, game off, or (and especially poignant given our number of 4pm midweek starts) if someone is delayed more than an hour, game off.

In these times when club cricket is struggling and the ECB are running the getthegame.com on campaign, this strikes us as utter utter madness. The reason given was to make clubs more organised, and so they can emphasise to players the importance of being on time for the games.

Incidentally does anyone know who at the ICC we could have an off the record word about this with?

END RANT

What is the level/standard?! I know that’s quite a subjective question, but unless you are part of a league setup that is around the Prem./semi-pro level, they seem to be very harsh laws.

Temperature one seems pointless - allow captains to discuss shortened games if weather is looking bad, but cancelling a game because it’s cold could lead to very few matches being played.

The second change is mental.

I don’t play at a high level, but our first team is pushing for Prem. level, and we have loads of people who aren’t ready by the time of the toss. Knowing whether you are batting or fielding has a impact on what kit you put on. And, as you stated, having to wait for full teams to be there before starting the game is a mine field!

I’d challenge them if I were you - was there consultation beyond the committee?

Good luck.

had the same sort of situation in Shanghai when i lived and played there, due to even less pitches and some players travel times of over 3 hours to games - temp was other way though!!!

they did work themselves out, even though there was a lot of worry like with yours - good luck with it!

Quite a few places have 38 and 40C cut offs for upper temperatures, but that I understand. The rules state it's not the umpirs duty to take players off when conditions are merely uncomfortable, but unsafe. 8C also just seems a bit arbitrary. But yes, it's mostly the 11 players rule we reacted to. Imagine driving 6 hours to Trondheim only to have the game called off because one of the blokes had a sick kid and they couldn't find a replacement at short notice!

agree with you the players rule is too much - and didn't realise you had to travel so far - 100% agree you were right to react to the players one

)0% of the games are within Oslo, but we have the odd trip to other cities.

that at least was the benefit of shanghai, the games were all in the city, but traveling was horrendous - same train travel time as Gloucester to London for a game of cricket/nets until a ground was built only 30 mins from where i lived - however it only cost 60p to get their - so it could have been a lot worse!

hope it all gets sorted out for you!

11 players rule is very harsh to me - participation is the most important thing. Besides, everyone has a story about the time they won a game with only 8/9 men!

My thought exactly. Plus would rather play and lose against 8/9/10 than go home with 4 points and not having played.

Different view point:

Temp: The council might be being cautious to ensure and potentially prevent injuries where they might be liable
11 Players: Our rules are minimum 8 at the toss, otherwise you start losing overs and after certain time the game is called off (I think).  If the ground is shared with other sports  which it seems to be, there might be other teams that would like to use the ground, so by having the rule in place the council is ensuring that if the cricket teams have full participation.  I suspect that they have similar rules for the other sports and grounds being used and they are not singling out cricket teams in general

These rules are from the governing body for cricket in Norway though.

It that's the case they are are bit strange, especially the 11 player rule.  If you have 8 players at the toss and start time you get the full game.

Most games in our Sunday league have fewer than 22 players, especially at the toss! I've played games with 10, 9 and even 8. They're rarely great games but at least you can play. Batting is still batting, old men like me just struggle in the field as you have to cover more ground.

I wonder, are they introducing this rule simply in order to get clubs to merge? 70 clubs is fantastic for you guys, but with only 6 pitches it might be that if most teams are short then your Cricket Association sees an opportunity to have fewer clubs, each with greater playing depth. As an aside, there's probably some merit in this argument, but I appreciate that each club will have its own history and culture to protect.

The temperature thing is plain daft. It was 8C or below at Durham this week for the opening First Class game. Just buy extra sweaters, or skins FFS. I like batting in the cold anyway. Captains should discuss weather at the toss, just as we do here.

Sorry if I didn’t read all the replies and got this wrong, but if the game doesn’t’t have appointed umpires and you do it all yourselves then who is going to know and how can they police this. I’ve played plenty of games where the captains talk and just do what is best to get the game on. Seems like utter madness to me!
