Help with scuff sheet not sticking

I know I know - this has been discussed before. But does anyone have any other tips for getting a scuff sheet (Gray Nic Fibretec) to stick better?

I am helping refurb. an old bat. I've sanded it back with 240 grit sandpaper and the Fibretec just won't stick to it. Never had this problem before. Tried heating it up prior to adhering and still no cigar.

Any thoughts?

If the issue isn't oil/wax, then it might just be a bad sheet. Sometimes there are gaps between the scuff sheet and the glossy sheet, and the glue can dry out slightly.
