I would guess that the server is on shared hosting, meaning there are multiple people with hosting accounts which use the same server. They limit a site to use a certain amount of resources of the server so that its equal for everyone and one overperforming (or particularly busy) site doesnt cause the other to go slow.

As tim2000s, the forum has probably grown to be busier than what the current host (or hosting package) can support. Although i wouldnt rule out the hosting compan talking rubbish, ive dealt with a fair few of them in my time
Running TOP to check resource usage is always a classic. TOP often uses far more CPU than people like to admit... But anyway, if they have a utilisation limit in their SLA and we are exceeding it, and we have to rely on their monitoring, then, yes, we have outgrown our home!

i dont think we will lose anything
biggy. forums are just one big data base. just should be a case of running abackup and a restore
