As the title says, you have access to Scoops, Carbon inserts, rubber, steel, lamination techniques, in fact, anything goes...

What would you put together to make the best perfoming bat you could? The only pre-requisite is that the majority of the bat should be willow and the blade height and width can't change!

Lol, okay, I've amended the original post... You've to remain in the same dimensions, but what would making the bat 12 inches wide do to the bat, and how would it affect the game?

4inch width, Original C6 handle which was not used in production, laminated face, fully dried out willow, anti scuff face.

This is based on the presumption that by allowing banned materials you are looking at a bat to perform to the maximum.

Scoop = weight redistribution
Carbon inserts = stiffer toe and shoulder.
Rubber ?
Steel ?
Lamination = maximise performance.

What could you do with lamination, given that only the majority of the blade needs to be willow? Is the C6 handle as it stands the best way to use that or are there other things you could do with it? Can the carbon rod be placed through almost the entire length of the blade to act as a vibration damper? can you effectively create an internal spring with the carbon rod?

Could you apply carbon side inserts on the lamination that apply tension to the face for example, turning it into a large trampoline?

The C6 handle used in production was a safe version of the prototype which gave a power increase but had a high failure rate. The production gave no extra power but did offer a weight saving.

Probably the best handle I've used is the Laver with the full Carbon rod, it was stiff and that's what I'd be looking for in a handle.

I wouldn't put a carbon rod in the blade.
