Think a big element of professional cricket could be the furlough scheme. If they bring players back now and start paying them with no spectators clubs just can’t afford it.

And football can start June 17th 🤷‍♂️

The commercial and broadcasting revenue in domestic football will allow clubs to take all possible steps to allow games to go ahead.  Likewise international cricket.

The domestic professional game is in a tricky position.  It needs a lot more infrastructure than the recreational game but doesn't generate the money needed to take the steps that football and international cricket are prepared to take

It is definitely all about the money.

Football has the money to test its players twice a week and therefore get past the government etc....

Cricket doesn't have the money and therefore is prolonging bringing the players out of Furlough as long as it can while the government will pay their wages.

No, this is must the domestic professional game. 

At international level there is the resources to create the 'bio-secure enviornment' that appears to be a precondition of getting fixtures up and running

Mental that football (where contact is inevitable) is going to start on June 17th. But cricket which is a non contact sport will not start professionally until August. Has to be financial reasons pushing this and nothing more.

From the statement though it seems as though recreational cricket will begin before professional.

For sure, be surprised if amateur football starts before late autum at the earliest. Just too much money involved for them not to be playing. Football here's been given dispensation too.

For me, cricket should start beginning of July, because the numbers currently are falling and if the same trajectory continues, then July would be safe to do so. To suspend it another month will kill clubs and junior sections.

Looks like they will start Junior cricket before Adult Cricket as well

Totally accept that, but equally, the ECB have come at this from a safety angle, and let's be honest here, everyone knows cricket is safer than football from a transmission standpoint. The ECB should outline the reason why the domestic season isn't taking place and what steps are being taken to try to get a season this summer.
